Major House development in Helston part of latest planning applications

A major housing development in Helston; new homes for a former commercial site in Wadebridge; and improvements to Saltash library are amongst the latest planning applications submitted to Cornwall Council this week.
Every week more than 100 applications are validated by Cornwall Council and we have selected some of the more interesting proposals.
All planning applications submitted to the council have to be validated and are available for inspection by the public. Anyone is also allowed to submit comments about the applications – whether in support or objection.
The majority of planning applications are decided by planning officers at Cornwall Council under delegated powers. However some applications will go before elected councillors who sit on planning committees.
No dates have been set for when the planning applications below will be determined. They can be viewed by going to the planning portal on Cornwall Council's website at www.cornwall.gov.uk/planning-and-building-control/
Major housing development
Detailed plans have been submitted for the second phase of a major development of 310 new homes on land at Helston. Persimmon Homes has submitted the reserved matters application for the development on land at Clodgeys Lane and Gays Hill.
Outline planning permission for the overall development was first granted by Cornwall Council in 2015 and the new application sets out the details of the proposals including the design and layout of the new homes. The current plans are phase 2 of the development known as HX2 in Helston.
One key concern about the original plans was the impact noise from the nearby Flambards theme park could have on new residents. A design and access statement explains that a new woodland has been planned for the border between the development and the attraction which will act as a buffer for noise from the rides at the theme park.
The development will include 82 affordable homes (25% of the total) which will be a mix of affordable rent and shared ownership. The affordable rent properties will include eight one-bed apartments; seven two-bed apartments; three one-bedroom houses; 20 two-bedroom houses; 12 three-bedroom houses and four four-bedroom houses. The shared ownership properties include 15 two-bedroom houses and 13 three-bedroom houses.
The open market homes include 76 two-bedroom houses; 105 three-bedroom houses and 47 four-bedroom houses.
In addition the development will also include parks, natural space, sport pitches, children's play areas and allotments. A design and access statement says: "The site provides a unique opportunity to create a new neighbourhood for Helston, with a choice of homes and provision of areas of truly accessible public open space, whilst improving public access across the site and the wider pedestrian and cycle network."

Former surfboard factory site
A new planning application has been submitted to Cornwall Council for vacant commercial buildings in Wadebridge to be demolished and replaced with new homes. The plans for the site in Brook Road seeks permission to build six new properties.
A planning statement explains that the land had previously been used by a surfboard manufacturer but is currently vacant. The new application comes after previous applications which were withdrawn.
The proposed new homes would include one one-bedroom property; two two-bedroom homes; and three three-bedroom houses. The statement explains that these would be designed to reflect the local characteristics of the area.
It adds: "The proposal will clear an unsightly and outdated mix of run down commercial buildings and replace them with a high quality residential development, reflective of the housing in the general area of the site."

Library upgrade
Plans have been submitted to carry out improvements to Saltash Library which include creating an open-plan multi-functional workspace and upgrading toilet facilities. The library, in Callington Road, will continue to be used as a library but with enhanced facilities.
The planning application includes proposals for the replacement of doors and windows, refurbishment with the removal of reception and office spaces to provide the open-plan area. Existing toilet facilities will be upgraded and a new accessible toilet will be provided along with baby changing facilities.
As well as the planning application for the proposed works, a separate application has also been submitted for listed building consent.
