Helston pub could lose licence over noise complaints

A pub could lose its licence after being the subject of dozens of complaints about noise with one neighbour saying it was like a horror film.
The Beehive in Helston is set to have its licence reviewed by Cornwall Council's licensing committee when it meets next week.
It follows an application by one of the council's senior licensing officers asking for the review which has been backed by environmental health officers.
Graham Bailey, a senior officer of licence compliance at the council, outlined the reasons for the application in documents which will go before the committee.
He states:
"Cornwall Council has repeatedly received complaints regarding the ever-growing levels of noise nuisance from the premises, very often continuing well into the early hours of the morning up to and sometimes beyond 0300hrs (3am).
"The noise is produced from two sources: the constant drum and bass musical activities which a complainant has described as a loud heartbeat from a horror film.
"This combined with human voices, often very loud, screaming, shouting and swearing as they gather on the wooden decking close to their property. This decking area has been allegedly prepared to attract visitors to the Beehive by the decking and the placement of chairs which keeps people outside socialising, drinking and smoking."
He said there had been "numerous" informal and formal interventions from the council's environmental health and licensing teams over "at least 12 months".
But he adds:
"However the premises licence holder/designated premises supervisor has not fully engaged with the council and continues to breach his premises licence conditions almost on a weekly basis despite advice from the council."
Mr Bailey said that licence holder Neal Hicks had been given "numerous opportunities to review and rectify the noise issues in order that he can comply with his premises licence conditions".
He adds that Mr Hicks "continually fails to take appropriate action to tackle the issue".
Mr Bailey said the council's environmental health team had served a noise nuisance notice on Mr Hicks.
Documents that will go to the committee next week include 112 pages of complaints and emails which have been logged by the council since December 2016.
One complainant writes in an email that they were "forced to listen to arguing, shouting and drunken singing time and time again and it is now causing me a lot of stress on a weekly basis" and says they are "dreading" the weekend.
Another describes noise from the pub as "intolerable" and says "it is affecting sleep and our general demeanour to such a degree that we feel that we can no longer cope with its intrusion".
Several of the complaints submitted to the council include pleas for help including one which states:
"The noise from people leaving the Beehive pub in Helston is awful and getting worse, it is going on until 4am some days, glass is smashed on the pavement, vomit and urine everywhere and this morning blood trail leading from the pub. Please help."
One of the emails provided as evidence had been sent to the council in the early hours of the morning.
It states:
"Don't mind telling you that we are really p****d off, we have been listening to the same noise as before since 12.17am it is now 1.30am as you can probably see…
"We were prepared to give him the benefit of the doubt and just put up with it, but this really is too ******* much now…and we have another few hours to deal with!!!
"The screaming and shouting plus the ******* music REALLY is too much.
"All our windows are closed, which I think is in itself unacceptable. We had really high hopes of him being compliant and reasonable, but this really seems to be the last straw. I don't for one minute want to be rude to you because you have been so helpful, but is there anywhere else I can take this complaint because OUR LIVES ARE REALLY BEING RUINED by this."
Cornwall Council's licensing act subcommittee will meet next Wednesday (March 4th) to decide on the license review.
